He is a Councillor of the Council of State.

Born in Florence in 1967.

He graduated with honours from Rome University at the age of 22, where he studied law. His thesis dealt with consumer protection. He later received a research doctorate in private law at Pisa University.

He successfully won government competitions to become a judge, a public prosecutor, a state prosecutor, arbitrator for the Regional Administrative Courts, and finally, in 1999, to become Councillor of the Council of State.

He served as the delegate Secretary for the Council of State, legal counsel for the Offices of the Prime Minister, as well as, under four governments, Vice Secretary General for the Offices of the Prime Minister, a role which he held under both Prime Ministers Berlusconi and Prodi.

From September 2007 to April 2009, he served as President of Italian Anti-Trust Authority.

He has also represented the Republic of Italy in the context of working groups on administrative law operating within the context of the European Council.

He is the author of numerous publications and a white paper on contractual connection. From 1997 – 2003, he served as a visiting professor for Civil Law II in the Law department at the "Terza" University of Rome. Here he held a specialized course on trusts and trust companies.

In 2010, he served as curator of the Utet commentary on the national and EU anti-trust laws and has published other texts on consumption and anti-trust law.
