Following the entry into force of the Decree of the Ministry of Economy and Finance no. 100 of 30 April 2021, which governs the procedures for carrying out the experimentation in Italy of techno-finance activities (FinTech) and the announcement of the opening of the first time-window for the submission of applications for admission to the regulatory sandbox (which will start on 15 November 2021, closing on 15 January 2022) in the dedicated section on the Consob website /web/consob-and-its-activities/consob-tech, the application form for admission to the sandbox (to be sent to certified e-mail: sandbox@pec.consob.it) is now available, as well as the supporting documentation to operators interested in the experimentation.

In particular, in the aforementioned section of the website you can find a document containing the declination of the criteria required for participation in the sandbox, with a series of indicators that can help interested parties to verify the possession of the aforementioned requirements, as well as FAQs that clarify, with simple language, the main hubs of the sandbox discipline. These documents were drawn up jointly with the Bank of Italy and IVASS; these Authorities also make the aforementioned documents available in the versions dedicated to their own experimentation.

The regulation issued by Consob to govern the adoption of the provisions of its competence is also available, relating to the regulatory sandbox. The aforementioned regulation is the implementation of the provisions of the Ministerial Decree no. 100 of 2021 which establishes procedural rules that are inserted into the organizational structure of Consob. In drafting the text, the necessary coordination was ensured with the similar acts of the Bank of Italy and IVASS that are made available by the aforementioned Authorities.
