Approximately two-thirds into the reference triennium of the existing Strategic Plan, the Commission has reassessed its priorities in light of accomplished actions and the new contextual framework. The new strategic directions will unfold along two main axes, one internal and one external, associated with nine strategic objectives starting from 2024: Director 1 named "Consob Reform: Technology and Organization" and Director 2 named "Competitiveness of the Capital Market: Innovation, Sustainability, and Investor Protection."

Director 1 envisions the achievement of four strategic objectives: 1) Enhancing data-driven supervision, applying Artificial Intelligence, and adopting risk-based supervision models; 2) Modernizing IT infrastructure and strengthening cybersecurity; 3) Adopting a new organizational model, promoting a culture of change, streamlining operational processes, and reducing timeframes; 4) Adopting a new planning and results monitoring model.

Director 2 envisions the achievement of five strategic objectives: 1) Promoting companies' access to the Italian capital market; 2) Strengthening the ability to influence the drafting of new EU regulations; 3) Encouraging innovation in the financial industry (FinTech) while safeguarding investors in the digital market; 4) Promoting sustainable finance (ESG) and combating greenwashing phenomena; 5) Enhancing dialogue with stakeholders (communication and financial education).

For each objective, the Strategic Plan associates various key actions identifying the areas on which Consob intends to act.

With the formulation of the new strategic objectives, Consob aims to pursue goals supporting growth and safeguarding savings, even by addressing internal changes necessary to enhance its capabilities in innovation, data governance, risk management, planning, and operational efficiency.
