ESAP - European Single Access Point

ESAP – European Single Access Point – is a centralised platform, to be established and operated by ESMA, which will provide centralised electronic access at European Union level to public information concerning financial services, capital markets and sustainability as from 10 July 2027.

ESAP was established by Regulation (EU) 2023/2859 (ESAP Regulation) and is accompanied by Regulation (EU) 2023/2869 (omnibus Regulation) and by Directive (EU) 2023/2864 (omnibus Directive), which amend respectively 19 regulations and 16 directives in order to provide that most of the information to be made public under those legislative acts is made accessible on ESAP. The three legislative instruments, which make up the “ESAP package”, entered into force on 9 January 2024.

Objectives

The objectives of establishing ESAP are to:

  • Facilitate access to and use of public information concerning financial services, capital markets and sustainability
  • Reduce search costs and support more informed investment analyses and decisions
  • Enhance the visibility of companies in capital markets
Transposition

The “ESAP package” will be transposed into national law through two legislative decrees:

  • Legislative Decree no. 28 of 9 February 2026 with reference to the Transparency Directive (Article 5);
  • a second legislative decree, whose adoption is expected by 10 July 2026, with reference to all other regulatory frameworks.

Legislative acts and related implementation phases

The “ESAP package” provides for a gradual implementation in three phases for the submission of information.

The omnibus Regulation and the omnibus Directive set out, for each legislative act, the date from which the obligation to submit information to ESAP applies.

*The ESAP go-live dates for individual regulatory frameworks may vary depending on ongoing legislative review processes within the European Union.

The voluntary submission of information to the collection body so that it can be made accessible on ESAP may take place only from 10 January 2030 (Article 3 of the ESAP Regulation).

Collection bodies

When entities make information public under the relevant sectoral rules, they are required to submit it at the same time to the designated collection body, which is responsible for transmitting the information received to ESAP.

Therefore, information flows are transmitted to ESAP through “collection bodies”, and not directly by the entities publishing the information.

The role of collection body may be performed by the European Supervisory Authorities, the national competent authorities, the officially appointed mechanisms for the central storage of regulated information, known as OAMs, and the national public registers, designated directly by the omnibus Directive or the omnibus Regulation or by the Member States.
