CONSOB provides investors with tools to report irregular conduct, misconduct and unfair practices by supervised entities or abusive market participants.

Reports and complaints make an important contribution to supervisory activities and help identify potential irregularities at an early stage.

Why Report?

You can submit a complaint or report to CONSOB to bring to its attention conduct, events or situations that are irregular or anomalous, carried out by supervised entities or abusive subjects (for example, websites), and that may have caused financial harm.

Reports and complaints:

  • help guide, plan and structure supervisory activities more effectively;
  • provide a direct channel between investors and the Authority.
  • Reporting improper conduct to CONSOB is simple and accessible to everyone.

When can you submit a report?

You can submit a report to CONSOB if you have identified situations that fall within its areas of competence, such as:
  • improper conduct by banks or financial intermediaries;
  • abusive offers of financial products or crypto-assets;
  • anomalies in markets or trading activities;
  • transparency issues concerning listed companies;
  • potential breaches of financial market regulations.

How to submit a report

The simplest and quickest way to submit a report is to use the online procedure, which guides you step by step through the completion process.

What is not considered a report?

The following are not considered reports:

  • requests for advice or interpretation of regulations;
  • requests for information or clarification;
  • communications unrelated to CONSOB’s areas of competence;
  • communications sent for information purposes only and containing no relevant elements.

What happens next?

Submitting a report does not automatically result in the opening of a formal procedure or in a direct intervention in the individual case.

The information received is used by CONSOB as part of its supervisory activities, in compliance with the confidentiality obligations provided for by law.


Other protection tools

In the event of a dispute with a financial intermediary, you may also:

  • submit a complaint directly to the intermediary;
  • refer the matter to the Financial Disputes Arbitrator (ACF);
  • use mediation or alternative dispute resolution bodies;
  • bring the case before the judicial authorities.

As an alternative to the online procedure, reports may also be submitted via:

  • ordinary mail;
  • certified electronic mail (PEC);
  • fax
