PRIME System - SERVICES FOR SUPERVISED SUBJECTS
The PR.I.M.E. system is the new online platform that enables operators to submit and manage applications for the approval of prospectuses, supplements and exemption documents pursuant to Article 1(4)(d-bis), (d-ter), (f), (g), and Article 1(5)(b-bis), (e), (f), of Regulation (EU) 2017/1129 (Prospectus Regulation), as well as to file the related documentation, such as final terms, supplementary notices and documents relating to the final price and quantity of the offer pursuant to the above-mentioned Prospectus Regulation.
The system will be available from 15 June 2026 and will replace the previous SIPROEM and DEPROEM systems.
To access PR.I.M.E., the Issuer/Offeror/Person requesting admission to trading must use the credentials, namely username and password, provided by Consob through the SIREG procedure. See the instructions provided further below on this page.
Where it is necessary to submit multiple final terms or offer results, the system allows users to submit a bulk communication in a single ZIP file containing the data in XML format and the related documentation in PDF format, following the instructions set out in the document below.
The system is available every day, including public holidays, and is supported by a telephone help desk at +39 06 8477 388, active on working days from 7:30 a.m. to 8:00 p.m. and on Saturdays from 9:00 a.m. to 2:00 p.m.

Issuing of credentials
Users who already hold valid credentials for the Teleraccolta systems may use a simplified registration procedure available at the following address: https://www.sai.consob.it/sireg-porting/. This method should be preferred where possible, as the accounts activated in this way may become operational immediately.
Conversely, new users who do not have credentials must follow the general procedure for obtaining them from Consob, which will be available at:

After accessing the indicated webpage, the user will be able to download a detailed guide on how to use the registration and credential management procedure, known as SIReg.
