Title II of Regulation (EU) 1114/2024 (“MiCAR”) applies to the offer to the public and admission to trading of crypto-assets other than asset-referenced tokens or electronic money tokens (so-called Other Than),.

Italian Legislative Decree 129/2024, implementing MiCAR, has designated Consob as the Competent Authority pursuant to the aforementioned Title II.

White papers must be notified to Consob  at least 20 working days before the date of their publication (Article 8 of MiCAR).

The format and content of the white paper is set by Article 6 of MiCAR and its Annex I as well as by Regulation (EU) 2984/2024.
