14 November 2023 - Presentation of the Guidelines developed by COMI on the simplification of offering and admission to trading prospectuses
On 14 November at 11:30 a.m., a meeting for the presentation of the Guidelines on the simplification of prospectuses, developed by the Committee of Market Operators and Investors (COMI) will be held in Webinar mode.
The COMI, established in 2018 at Consob, has the function of facilitating discussion and dialogue with market operators and investors on regulatory issues and other acts of general content or strategic direction, submitted to its attention by Consob and pertaining to matters falling within the institutional competencies of the Authority. The Committee may express itself, on its own initiative, on matters of a general nature pertaining to the matters assigned to Consob's competence. It may not express its views on specific supervisory cases.
On 13 July, in the section of the Consob website about the COMI, a document was published concerning the aforementioned guidelines, drafted for simple and clear representation of the information contained in prospectuses for public offerings and listing of shares on Regulated Markets. This, in order to standardize its content, aligning it more with other European countries, and facilitating its comprehension, also at the stage of scrutiny by the Authority.
The work by COMI work considers simplification proposals made at the European and domestic levels: the Listing Act, and the Green Paper by the MEF (Ministry of Economy and Finance) from which the Capital Market Competitiveness Bill took shape.
Simplification of prospectus regulations has been on the minds of legislators and market participants for years, both at the European and domestic levels. Simplification of this matter may help make the capital market more efficient and competitive.
The use of the guidelines is supported by Consob in view of the contribution it can make in terms of facilitating discussion between operators and the Authority for the purposes of conducting investigations on prospectuses, helping to speed up approval times.
Participation, which is restricted to industry operators and companies intending to address the capital market, is limited to a maximum number of accessions. Interested parties may apply to participate by sending their references (including business/professional area and email address for transmission of the Teams link) to segr.DIE@consob.it .

The WIW is a global awareness campaign [https://www.worldinvestorweek.org/] to increase the importance of investor education and protection and to highlight the many initiatives conducted by regulators on these two areas.
As reflected in the IOSCO WIW Public Report 2022, published today, the participation of different jurisdictions, in both developed and emerging-market regions, keeps increasing. Hence, notwithstanding the challenging conditions experienced during the global pandemic, the number of WIW participating jurisdictions and stakeholders increased in the 2020, 2021, and 2022 campaigns, underscoring the need for financial education to enhance retail investor protection worldwide.
This year, the WIW campaign will focus on three main themes: Investor Resilience, Crypto Assets, and Sustainable Finance, which the IOSCO Board has identified as particularly relevant given current and expected global market conditions. Other themes cover Frauds and Scams Prevention, Basics of Investing, Technology and Digital Finance.
Consob, in line with the previous editions, will lead the campaign in Italy as a member of IOSCO, in coordination with the Financial Education Month, the initiative promoted by the Edufin Committee in October.

The meeting will aim to square the circle between regulation, finance, innovation and sustainability, as well as to explore in depth the new role of financial regulators in putting finance at the base of the transition to a sustainable recovery.
The works will be opened (9.30am - 9.35am) with a welcome greeting by Filippo Patroni Griffi (President Italian Council of State) and then (9.35am-10.00am) introduced by Consob President Paolo Savona.
