    Consob has ordered the blackout of 8 new websites that offer financial services/financial products illegally or through which services are unlawfully provided for crypto-assets: 3 illegal financial intermediation websites, 1 website through which an offer of financial products is carried out in the absence of a prospectus and 4 websites through which illegal services for crypto assets are provided.

    The Authority availed itself of the powers deriving from the "Decreto crescita" ("Growth Decree" Law no. 58 of 28 June 2019, Article no. 36, paragraph 2-terdecies), relating to the black-out of the sites of abusive financial intermediaries, as well as the powers introduced by MiCAR (Regulation (EU) 2023/1114 and Legislative Decree No. 129 of 5 September 2024) regarding the blocking of websites through which crypto-asset services are provided to Italian savers without the required authorizations.

    Below are the websites Consob has ordered to be blacked out:

    New intervention by Consob to black-out “clone sites” spreading counterfeit videos, apparently referring to Prime Minister Giorgia Meloni and Minister of Economy Giancarlo Giorgetti.

    The blocking (resolutions no. 23738 and no. 23739 of 5 November 2025) referred to the website https://avenixio-invest.com (in addition to the websites https://avenixio.com, https://avenixio.org, https://avenixio.it, https://avenixio.vip), which ‘cloned’ the image of Prime Minister Meloni, and the website https://tegsub.com, which replicated that of Minister Giorgetti to promote the ‘Avenixio’ online trading platforms.

    In particular, by means of a modus operandi already disclosed in recent months (with the relevant measures adopted in May and October 2025), the ‘clone’ of the Minister publicized investment services provided through abusive trading platforms through fake interviews apparently given to leading television programs.

    Consob's intervention - to protect investors and institutional figures who were unduly involved, despite being completely unrelated to the matter - was carried out by exercising the powers deriving from the “Growth Decree” (converted by Law No. 58 of 28 June, 2019) and the “Capital Law” (No. 21 of 5 March, 2024).

    At the same time, Consob also blacked-out 8 other websites for illegal financial intermediation activities.

    Beware of pump&dump schemes via social media and messaging apps

    The Commissione Nazionale per le Società e la Borsa (“CONSOB”, Italian Securities and Exchange Commission) warns investors about the risks associated with the increasingly widespread phenomenon of investment proposals circulating on social networks such as Instagram and Facebook and on messaging apps such as WhatsApp. These proposals, often presented by fake analysts, financial experts or self-styled advisors, can conceal scams, with a real risk for investors of losing their money.

    A particularly insidious scheme is known as pump&dump. Here's how it works: scammers promote the purchase of shares often having low cost (known as penny stocks), usually listed on the U.S. market (Nasdaq), promising quick and significant gains. To make their proposals seem credible, they often use the brands and names of authorized investment firms or other financial sector operators, sometimes even impersonating prominent figures from Consob.

    Once users – convinced of the possibility of making large profits in a short time – start buying the shares, the scammers ask them to send screenshots (photos of the screen of the smartphone or other electronic devices used to make the transaction) as proof of the executed transaction. This allows them to coordinate buy orders, artificially inflating the stock price (pump). When the value reaches a high level, the promoters sell off their shares in bulk, thereby making a large profit; at the same time, they cause a sudden price crash (dump), leaving other investors with significant losses.

    Pump&dump schemes, the Commission points out, may also occur in relation to the trading of crypto-assets on dedicated trading platforms.  

    • How to recognize malicious initiatives? What are the warning signals?

    Consob urges caution regarding the following suspicious behaviours:

    • unsolicited messages or social media communications containing investment advice, often accompanied by invitations to join WhatsApp or Telegram groups
    • promises of significant gains on little-known or recently listed securities
    • pressure to invest immediately, citing alleged imminent market developments
    • requests for personal data or screenshots, sometimes with false promises of refunds in the event of losses
    • What can you do to protect yourself?

    It is essential to act with caution and common sense. Before investing, always check:

    • the reliability of the person proposing the investment
    • the truthfulness of the information received
    • whether there are any warnings on the Consob website, in the “Watch out for scams! section, where you can also find useful tools to identify fraudulent initiatives.

    Consob also draws attention to the fact that spreading messages or communications on social networks containing false or misleading information, such as to induce investors to engage in conduct that could constitute market abuse, is punishable under the relevant regulations in force in the competent jurisdictions and may constitute fraud, with possible criminal consequences.

    They "cloned" the faces and voices of well-known politicians to illegally offer services for crypto-assets and investments. Consob ordered the black out of three websites that used scam ads to promote the initiatives of entities not authorized to provide investment and crypto-asset services, leveraging the notoriety of leading figures in the Italian institutional world, such as Prime Minister Giorgia Meloni, Deputy Prime Minister Matteo Salvini, and Elly Schlein and Carlo Calenda, who were completely unconnected with the matter.

    Specifically, following the measures already implemented, the Authority prohibited promotional activities on the websites https://it-more.culinaryjoy.sbs, https://ayquozeber.com, and https://cyberirfy.icu, which promoted online platforms through which crypto-asset or investment services were provided illegally.

    The Commission also ordered the black out of a further 14 websites that were illegally offering the same services. Specifically, the blocked sites are as follows:

    Beware of scams! Watch out for fake websites using the ACF logo! In recent days, portals that replicated the contents of the Financial Disputes Arbitrator

    The Financial Disputes Arbitrator (ACF), the body set up by Consob for the out-of-court settlement of disputes between intermediaries and savers, warns of the risk of possible scams perpetrated by unknown individuals through portals/websites that illegally replicate the ACF logo and content.

    In this regard, please note that the ACF portal is only accessible via this link: https://www.acf.consob.it/.

    Any portals or websites with addresses other than the one indicated above are not in any way related to the ACF or Consob. In recent days, several portals that improperly replicated that of the ACF have been detected and immediately blocked.

    Please note that under no circumstances the ACF ask for credit card or bank account numbers, nor will it request payments of any kind.

    Risks associated with investment proposals circulated via WhatsApp - Consob asks Google and Apple to remove the CapFirst and CapOne apps from their respective online stores

    Consob warns savers about the risks associated with investment proposals circulated within WhatsApp groups by self-styled financial experts who, even boasting that they hold authorizations and licenses issued by Consob, promote unrealistic earning opportunities linked to alleged financial investments made through specific smartphone applications attributable to abusive operators.

    These proposals, coming from individuals who falsely claim to hold authorizations and licenses issued by Consob, are misleading initiatives aimed at inducing savers to open a trading account and carry out financial transactions through smartphone applications that are not linked to any entity authorized to provide investment services and activities.

    With regard to the operation of the CapFirst smartphone application (for Android operating systems) and CapOne (for iOS operating systems), Consob has ordered, pursuant to Article 7-octies, letter b) of Legislative Decree No. 58 of February 24, 1998, that the violation of Article 18 of the same TUF be terminated (Resolution No. 23651 of July 30, 2025).

    Consob, also referring to its previous Notice of November 18, 2024, once again urges investors to exercise the utmost caution and to make informed investment choices by adopting common sense behaviors that are essential for safeguarding their savings: these include checking in advance that the operator through which they are investing is authorized.

    Consob has issued a Warning (available only in Italian) to savers about the growing spread of the phenomenon of fake online job offers by which the performance of generic activities (such as, for example, clicking links, subscribing to websites, putting likes on commercial products/services, writing reviews and the like), linked to the performance of transactions on crypto currencies from which an additional opportunity to earn money would arise (the so-called task scam). These proposals, conveyed mainly through social networks, induce users to operate through websites that can be traced back to abusive service providers on crypto currencies and take the form of deceptive initiatives aimed at acquiring the users' own money and personal data.

    Consob, in countering this phenomenon, has also ordered, pursuant to the European discipline on crypto-assets (Mica Regulation) the blacking out of four websites through which services for crypto-assets were provided to Italian savers in the lack of the prescribed authorizations.

    Warning notice to the potential risks associated with the activity of financial influencers (so-called finfluencers)

    CONSOB (Commissione Nazionale per le Società e la Borsa) draws the attention of savers to the potential risks arising from the activity of online financial influencers (finfluencers), well-known or very popular persons on the web who spread content relating to possible investments and to the rules to which the dissemination of online financial content is subject.

    Savers who access the content shared by finfluencers must avoid making investment decisions hastily, solely on the basis of what others are doing (‘herd effect’) or on the emotional pull of generic and unverified information about the type of investment and the person providing it. It is necessary to be wary of alleged investment opportunities that are presented as highly profitable and risk-free for limited outlays: it must always be remembered, in fact, that financial investments involve the assumption of a certain degree of risk. Particular attention must also be paid to possible conflicts of interest on the part of those who disseminate information with respect to the investments being assessed. Investment decisions must be made in an informed and conscious manner, paying the utmost attention.

    Finfluencers must be aware that their operations may not be fully compliant with market regulations or unauthorized at all, as also recently highlighted by IOSCO. Savers must check the obligations and prohibitions in force, with particular reference to the rules on the correct presentation of information that may constitute investment recommendations, under market abuse rules, and the transparency of any situations of conflict of interest. These rules are very tight with relation to information disseminated by persons introducing themselves as "experts", for the application of which reference is also made to the ESMA communication: "Warning ESMA on Social Media and Investment Recommendations". The dissemination of false or misleading information may also lead to unlawful acts falling within the category of market manipulation provided for by the regulation on market abuse with reference to both financial instruments and crypto-assets.

    The aspects outlined here do not exhaust the profiles worthy of attention in relation to the activities of finfluencers. CONSOB continues its daily supervision of compliance with the applicable regulations, also in the digital environment, to ensure the protection of savers and integrity of the markets.

Through fake interviews apparently given to leading television programmes, the Minister's "clone" advertised investment services provided via abusive trading platforms.    

    Consob's action - to protect retail investors and the Minister himself, who had absolutely nothing to do with the matter - was carried out, by exercising the powers deriving from the "Growth Decree" (converted by Law no. 58 of 28 June 2019) and the "Capital Law" (Law no. 21 of 5 March 2024).

    In recent months, Consob has carried out similar actions on sites that illegally referred to the Prime Minister, Giorgia Meloni, and the President of the Republic, Sergio Mattarella (Consob press release of 12 December 2024).

    At the same time, Consob has also blocked six other abusive financial intermediation sites.

    The use by the public of tools powered by artificial intelligence (AI) is becoming more and more popular, including in the context of financial investing. Investors have access to public online AI tools and applications (apps) that can suggest investments based on publicly available knowledge. However, these technologies - while innovative and potentially useful - also present significant risks, especially when used as the sole source for making financial decisions.

    The factsheet released today by ESMA and national Authorities aims to raise awareness of the main issues to keep in mind when using publicly available AI tools for investment guidance. It highlights the potential dangers of misleading advice, promises of easy money, lack of regulatory oversight, and privacy risks.

    The warning to investors is clear: do not rely blindly on AI, but consider it as one of many sources of information, always favoring an informed approach and-when necessary-turning to licensed professionals.

    Consob's interventions in the crypto-assets sector continue due the powers granted by the European sector regulation (Micar).

    Consob has ordered the termination of the abusive offer of crypto-assets called "memecoin $CORONA," at the Italian public, which was also promoted through the website www.getcoronamemes.com, lacking previous notification to Consob of the disclosure document (white-paper) required by Micar.

    Six websites through which cryptocurrency services were provided without the required authorizations from Micar were, in addition, blocked:

    Watch for “scams squared”: from Consob a warning on the risks of fake debt collection to those who have already been scammed.

    The National Commission for Companies and the Stock Exchange warns savers about the risks arising from the activities of unspecified subjects who, presenting themselves as lawyers, through telephone contacts and the website https://studiolegaleagnelli.it, improperly use the logo and name of CONSOB, AGCOM and AGCM and pretend to have been commissioned by CONSOB to recover sums previously lost by savers as a result of investments made through financial trading websites.

    It is a well-known fraud technique, for which ESMA has also issued a warning [link: https://www.esma.europa.eu/investor-corner/frauds-and-scams]. The agents of these deceptive initiatives claim that CONSOB, whose representatives and employees are also improperly nominated in some circumstances, can assist victims of financial fraud to recover or “unlock” lost money.

    The authors of such initiatives ask victims for a fee or payment of a “tax” but, afterwards, they seize these sums from savers without providing any service.

    Savers are warned, therefore, that these activities, are in no way referable to CONSOB (which does not deal with debt recovery) nor have they been authorized by CONSOB.

    In recommending again the utmost caution, CONSOB suggests to look at the section of its institutional website (www.consob.it) called “Watch for scams!” and, in particular, the previous communications to protect savers regarding the so-called fake debt collection practice and the unauthorized use of the Consob logo.

    Whatsapp frauds with the illicit use of well-known brands in the financial sector - Consob issues alert on the spread of the phenomenon

    Consob warns savers of the risks associated with investment proposals, delivered mainly through variously named WhatsApp groups and channels, which by unduly leveraging the notoriety of the brands "Morgan Stanley," "BlackRock" or other leading players in the financial sector prospect unrealistic earning opportunities related to alleged investments that, even by means of the alleged use of artificial intelligence programs, would allow to replicate the transactions carried out by "institutional investors."

    These proposals, delivered through WhatsApp groups and channels named, for example, "A24 - Morgan Stanley Equity Portfolio"; "F310 - Morgan Stanley Stock Group"; "S166 - Investment Community"; "B4 - Morgan Stanley Equity Portfolio"; "S135 - Morgan Stanley Investment Community"; "A125 Morgan Stanley Stock Information Discussion Group"; "MS Direct Investments - VIP910." "Fall Investment Strategy 2024 in Italy"; "Cavaliers of Wealth V566"; "BlackRock Group Free Stock Exchange"; "BlackRock webinar V62"; "Y155- Trading Alliance", come from individuals who deceitfully claim to be advisors and/or employees of "Morgan Stanley", "BlackRock" or other financial operators and are misleading initiatives aimed at acquiring the sums of money and users' personal data."
